    * PORTIONS OF NEW YORK AND NORTHEAST PENNSYLVANIA...INCLUDING
    THE FOLLOWING COUNTIES...IN NEW YORK...BROOME...CHENANGO...
    DELAWARE...MADISON...OTSEGO AND SULLIVAN. IN NORTHEAST
    PENNSYLVANIA...BRADFORD...LACKAWANNA...LUZERNE...NORTHERN
    WAYNE...PIKE...SOUTHERN WAYNE...SUSQUEHANNA AND WYOMING.
    * UNTIL 10 PM EDT THIS EVENING
    * RAIN WILL CONTINUE TO CHANGE TO LIGHT SNOW AND SLEET LATE THIS
    AFTERNOON... THEN TAPER OFF TO FLURRIES THIS EVENING. MINOR
    FLOODING OF STREAMS AND POOR DRAINAGE AREAS WILL REMAIN POSSIBLE
    INTO THIS EVENING.

    * A PORTION OF CENTRAL NEW YORK...INCLUDING THE FOLLOWING
    COUNTIES...CHEMUNG...ONONDAGA...SCHUYLER...SENECA...SOUTHERN
    CAYUGA...STEUBEN...TOMPKINS AND YATES.
    * UNTIL NOON EDT TODAY
    * A MOIST SYSTEM WILL PERSIST ALONG THE MIDATLANTIC COAST. THE
    HEAVIEST RAIN FOR OUR REGION HAS ALREADY OCCURRED...WITH A
    LIGHTER WINTRY MIX EXPECTED TODAY. HOWEVER...STREAM AND CREEK
    RESPONSES TO THE EARLIER RAINFALL WILL BE ONGOING THIS MORNING.
    * THE 1 TO 2 INCHES OF STORM TOTAL RAINFALL WILL CAUSE SIGNIFICANT
    RISES AND POSSIBLE FLOODING OF SMALL STREAMS AND CREEKS.
