JGB Properties plans three new mixed-use buildings on basin block

— At the March 24 Liverpool Village Planning Board meeting, JGB Properties prepared to share details of its proposed development on the basin block bordered by First and South Willow streets and Lake Drive.

Plans drawn up by Keplinger Freeman Associates, an East Syracuse landscape architectural firm, call for the construction of three buildings, two along lower First Street and one on South Willow.

The mixed-use development would house 47 residential units, six office spaces and two retail spaces. The office and retail spaces would be located in two buildings along First Street, while the South Willow Street building would comprise 15 residential units.

JGB Properties project director Christine Stevens said her company has approached banks about financing the project. As of last month, JGB had yet to decide between selling condominiums or leasing apartments.

Each building will include a rear garage, with spaces for nearly two dozen vehicles over all. Dozens more parking spaces will be situated behind the structures.

A pond is planned for the center of the block, just north of the White Water Pub deck.

A pedestrian walkway is depicted alongside a driveway running from the development’s north entry gate on Frist Street to the south entry gate on South Willow. The entire project, including two dumpsters, will be almost entirely rimmed by shrubbery and trees.

According to drawings by Macknight Architects of Syracuse, the building facades will resemble the Italianate commercial style also seen at 401-403 First St., where, in 2009 and 2010, JGB renovated the three-story Manly Building constructed in 1863. There, JGB Properties now leases nine modern apartments and the Freedom of Espresso coffee shop on the ground floor.

JGB’s Christine Stevens said her firm’s basin block plans are compatible with the village’s Comprehensive Plan which calls for mixed-use, high-end development which would help increase village population.

Village trustee and former planning board chairman Nick Kochan said that JGB’s namesake, businessman Jay Bernhardt, has a proven track record of regional development in places such as Richfield Springs, Seneca Falls and nearby Baldwinsville.

Also on the basin block, Liverpool Properties LLC plans a new deck behind Limp Lizard Barbecue at 201 First St. and a 49-space parking lot to be shared by the Limp Lizard and the White Water Pub, 110 S. Willow St.
