Manlius Onondaga County Sheriff Kevin E. Walsh reports that sheriff’s detectives arrested a man for rape yesterday morning.
Manlius Police Officers responded to the Carriage House Apartments in the Town of Manlius yesterday evening in search of a 17 year old runaway from Steuben County. Upon arrival, Manlius officers spoke with Frank Taylor (48) who lives at the apartment complex. Taylor advised the officers that the 17 year old was not in his apartment. As the officers conducted their investigation, they observed the 17 year old inside of Taylor’s apartment. After Manlius officers separated the 17 year old and Taylor, they turned the case responsibility over to the Onondaga County Sheriff’s Office.
Sheriff’s Criminal Investigations Division Detectives discovered that the 17 year old was raped by Taylor in his apartment on Sunday and subsequently arrested Taylor with Rape in the third degree, a class E felony. Detectives contacted the Steuben County Sheriff’s Office and advised them of their findings. Additional charges from the Steuben County Sheriff’s Office are likely.
Taylor was arraigned in the Town of Manlius court and is currently being held at the Justice Center pending $15,000.00 cash or $30.000 bond.
Taylor is currently employed as a Correction Officer at Onondaga County Correctional Facility and a substitute bus driver for the Fayetteville Manlius School District.
The Steuben County Sheriff’s Office is currently investigating this incident.
