Manlius planning board wary of new developer’s changes to Madison Row

— Not much was accomplished between the village of Manlius’ planning board and Morgan Management, the new developer for the Madison Row project at the board’s May 7 meeting. Landscape architect Scott Freeman and Morgan Management project manager Matt Lester stood before the board with a request for an amendment on the Planned Unit Development (PUD) for the project, specifically for the proposed pickup window and a change in the parking ratio for Kinney Drugs, which is the first announced tenant for phase 2. However, because the duo did not make the changes to the project footprints that the board requested after the last meeting on April 16, the board was not able to approve the PUD amendment.

In fact, the plans looked exactly the same as they did at the last meeting. There was a miscommunication between the board members, who thought they would be seeing updated plans based on what was discussed at last month’s meeting, and Freeman and Lester, who believed they only needed to gain approval for the added pickup window and parking changes, and did not change the design. They planned to wait until the site plan approval meeting, which would take place once the PUD plan was approved, to make the changes to the footprints of the project.

“The PUD plan is supposed to show the general layout,” said planning board attorney Brad Hunt. “I think it was expected that after the discussion at the last meeting that there would be some adjustments… I think it’s reasonable for the board to ask that the PUD plan reflect what the access from route 92 is going to be and what they layout of the buildings will look like. Some details can wait for the site plan review, but these are bigger issues.”

The board members were split on the idea of a pickup window at Kinney Drugs. Some were concerned that it would call for long lines and traffic within the parking lot, but Lester assured them that a pharmacy pickup window is much different from your average McDonald’s drive through.
