I think our town and village officials and boards would be eager to exercise what due diligence they can in this matter on behalf of those they represent. Of course, I and everyone else would want such a venture to succeed once it was started, but if it did not, a large, dedicated-purpose factory building in its proposed location, basically unusable for other purposes, could become an enormous liability for the village and town.
Reiterating that Mr. Katleski is a Cazenovia resident really means nothing. If the venture is successful, and investors/owners who may or may not live here have a chance to sell the business for a reasonable profit, I think that could easily happen, and the brewery would likely then have owners who have nothing to do with Cazenovia. That is not in itself necessarily problematic, but people on both sides of the debate should understand that business considerations alone will ultimately guide the project's direction and fate.
