Craig D. Malura, 42, of West Street, Oneida, was issued an appearance ticket Oct. 16 to appear in Oneida City Court Oct. 20 to answer a charge of animal abuse. He is alleged to have abandoned and fail to provide medical care to an animal he owned.

David J. Grossman, 18, of Stonybrook Road, Vernon, was issued an appearance ticket Oct. 16 to appear in Oneida City Court Oct. 30 to answer a charge of unlawful possession of marihuana.

Oct. 19

John Q. Means, 40, was arrested Oct. 19 on a charge of failure to register address as required as a sex offender, a class E felony. Means was arraigned and committed to the Madison County jail in lieu of bail set at $2,500 to appear Oct. 23. Syracuse Police assisted with the arrest. No address was given for Means.

Teresa M. Hyland, 20, of East Elm Street, Oneida, was arrested Oct. 19 on charges of disorderly conduct and resisting arrest. Hyland is alleged to have at about 12:35 p.m. on East Elm Street to have yelled, threw items onto the sidewalk breaking a portable radio and when being placed under arrest resisted by pulling her arms away, swinging her arms striking an officer and attempted to flee. She was arraigned and committed to Madison County Jail in lieu of bail set at $1,000 to appear Oct. 23.

Oct. 20

Christina A. Burns, 22, of Hurley Road, Braiser, N.Y., was arrested Oct. 20 on charges of forgery in the third degree and criminal possession of a forged instrument in the third degree. Burns is alleged to have falsely signed a form for rental assistance through an organization and turned in the form. She was arraigned and committed to the Madison County Jail in lieu of bail set at $500 to appear Oct. 23.
