"So this is a first step in trying to mitigate this problem," Ward said.
In October 2006, Liverpool resident Lisa Alderman was cited for housing more than 175 cats at her two houses on Third Street.
While the Alderman case partly prompted the board's action, so did the summer 2006 citing of the two animal-rescue facilities.
KittyCorner, 306 Second St., normally houses an average of four dozen felines, while Greyhounds of Central New York, 305 Third St., often houses up to a dozen former racing dogs.
Oudemool is anxious to have the case heard.
"It's time to get it over with," he said.
