"You don't want your mulch to touch the bark of the tree because it will start to decompose the bark," Graham said. "A little mulch is good, more is not better."
He added that welling the mulch (creating a pile effect with a crater in the center) was healthy for trees.
During the tree dedication, Graham presented Mayor Joseph Saraceni with a Tree City USA flag, which officials plan to fly over Paper Mill Island.
